El drama de los civiles ucranianos directamente afectados por la guerra no acaba ahí, sino que inclu- ye también a los aproximadamente 14 millones de refugiados que se han visto obligados a abandonar su hogar y su vida anterior. Entre ellos se incluyen 8 millones de refugiados que se encontrarían en Eu- ropa -ya en noviembre de 2022 4 700 000 ucrania- nos estaban registrados para protección temporal en la Unión Europea, un 40% de los cuales estaban trabajando-, 1 millón en estados de la OCDE no miembros de la Unión Europea y unos 6 millones de desplazados internos. Cabe mencionar que entre los refugiados adultos el 70% son mujeres, una con- secuencia de la obligación que, en virtud de la ley marcial decretada al comenzar la invasión, tienen los hombres de edades comprendidas entre 18 y 65 años de permanecer en el país. Por otra parte, un 41% del total de refugiados serían niños. Mención aparte merece en el caso de los niños el hecho de que se calcula que unos 12 000, de edades comprendidas entre los 4 meses y los 17 años ha- brían sido deportados a Rusia y estarían, en muchos casos, siendo sometidos a procesos de reeducación y lavado de cerebro. La situación es, por otra parte, cada vez más di- fícil para los civiles que siguen en el país e inten- tan continuar con su vida. Es la consecuencia, entre otras cuestiones, de la destrucción, fruto de los ata- ques rusos, de tierras cultivables e infraestructuras básicas, pero también de aproximadamente un 40% de las viviendas. A esa destrucción, valorada en unos 550 000 millones de euros, no han escapado tampoco las instalaciones médicas y educativas. En concreto, en enero de 2023 el número de instala- ciones médicas dañadas ascendía a 745 (un núme- ro superior al alcanzado en ningún otro conflicto) mientras que en el caso de las educativas la cifra se elevaba hasta los 3 600 000, unos daños con espe- cial repercusión en el empeoramiento de las condi- ciones de vida de la población.
